NYC BOE handles ALL 5 boroughs jointly - there is no separate Brooklyn-only voter file from a Brooklyn agency. Specify 'Kings County / Brooklyn voter list' in the FOIL form and include Election Law 3-103(5) elections-purpose certification. Alternative: request via NY State BOE NYSVOTER file (often faster).

Statutory 5 business days for acknowledgment; actual delivery often 4-8 weeks; longer near elections. NYC BOE has a documented backlog reputation.
