A plain-language guide to how county ballot access works in all 14 Vermont counties, starting with the thing most guides get wrong. Vermont county government is unusually small: no county commission, no county council, no county-wide services, and the county clerk is not even an elected office. Roads, schools, zoning and budgets are decided by your TOWN. What a county elects is five offices, and 17 V.S.A. 2103(10) closes the list at judge of Probate, assistant judge, State's Attorney, sheriff and high bailiff. All five are on the November 3, 2026 ballot. The primary was August 11 and the doors it opened are still open: a party committee can nominate straight onto the November ballot until 5 p.m. on Monday, August 17. Click the map or use the list.

Motion51 does not hold the Vermont voter checklist and we do not request it on anyone's behalf. Bring the file you obtained and we will run your doors on it. Vermont is one of the more open states here: 17 V.S.A. 2154 imposes no eligibility class at all, so you do not have to be a registered voter, a candidate or even a resident. What you sign is an affidavit promising two things, that you will not use the checklist for commercial purposes and will not knowingly disclose it to a foreign government or a federal agency. That is the whole restriction. There is no resale ban, no redistribution ban and no requirement that the use be political; canvassing is lawful because nothing prohibits it. Vermont is sometimes described as a state that criminalises using its voter file, and that is simply wrong. Title 17 contains no such offence. The only criminal exposure is ordinary perjury under 13 V.S.A. 2904, and it reaches one person: somebody who willfully lies on the affidavit they signed. Which is exactly why the campaign has to be the affiant and not a software vendor. We will never sign that form for you. Set expectations on what arrives, too: Vermont strips the month and day of birth, the telephone number and the e-mail address, so you get names, addresses and voting history. That is enough to cut turf, score propensity off past turnout and stop two volunteers knocking the same door. It is not enough to run a phone bank, and any vendor telling you otherwise about Vermont has not read the statute. The free tier costs nothing to try.
