Hawaii has five counties and four of them elect somebody. The fifth, Kalawao on Molokai's north coast, is the Kalaupapa settlement: HRS 326-35 says there shall be no county officer there other than a sheriff, who is appointed by the Department of Health and must be a patient resident. It is on no ballot, so there are four guides here rather than five. The four are not variations on one template either. Hawaii County elects nine councilmembers by district on two-year terms. Honolulu elects nine on FOUR-year staggered terms. Kauai elects seven AT LARGE with no districts at all. Maui elects nine residency-area seats voted county-wide and does NOT elect a prosecuting attorney, because the mayor appoints one. The 2026 filing deadline closed at 4:30 p.m. on June 2, the primary was held on SATURDAY August 8, and Hawaii has no write-in voting, so the live question now is the general election on November 3 and the next filing window in February 2028. Motion51 does not hold a Hawaii voter file and we do not apply for one on anyone's behalf. Bring the file you obtained and we will run your doors on it. Hawaii is about as clear as any state gets on whether a paid tool may touch that data. HAR sec. 3-177-160(e) lists the permitted election and government purposes and puts supporting or opposing a candidate FIRST, and subsection (f) then says in terms that service bureaus may charge a fee for their services involving the use or disclosure of voter registration information, so long as the underlying election or government purpose is verified. Plan around three things. There is NO statewide list: HRS 11-14(a) leaves the general county register with the county clerks, so a statewide campaign files four separate sworn applications and each county quotes its own fee. The file carries no telephone number, no e-mail address and no date of birth, because HAR sec. 3-177-160(c) excludes all three, so Hawaii is an address-and-door file rather than a phone or text file. And when the affidavit asks you to be specific about your election purpose, NAME the vendor and the processing: that one sentence turns the service-bureau proviso from an argument into a documented fact on your own form. Sign it truthfully, because HRS 19-3.5 makes a knowingly false statement under a Title 17 oath a class C felony -- that is a penalty for lying on the application, not a penalty for using the data.
