'Actual cost' only per Idaho Code 34-437. No published flat schedule on the Kootenai County site; expect a small duplication + staff-time fee ($5–$50 range typical). Get a quote from the Elections Department before submitting if cost is a constraint.

How to request

Submit a records request to the Kootenai County Clerk's Records Request portal (kcgov.us/1086) or directly to the Elections Department by email/phone. The county's published guidance is that candidates and political parties can request voter lists, with use restricted to political purposes per Idaho Code 34-437. Specify fields, scope (Kootenai-only), and use certification. For full-state pulls, the office will redirect to the SOS.

Turnaround

3 working days for response per Idaho Code 74-103; fulfillment may take longer for larger requests. Out-of-state requesters get the 30-day cap.

Use restrictions

Same as statewide: non-commercial use only (Idaho Code 34-437 + 74-120); political use permitted; mailing/telephone-list and solicitation use prohibited. Kootenai's published FAQ explicitly notes that voter lists are restricted to political use.
