Voter rolls maintained by 60 individual city and town clerks within the county's geography (including City of Worcester, Fitchburg, Leominster, Gardner, Milford, Shrewsbury, Westborough, Auburn, Webster, etc.).No central contact. Separate public records request to each of the 60 city/town clerks. M.G.L. c. 66 sec. 10. City of Worcester (largest, ~120K voters) has the most established process; smaller towns may require phone follow-up.

Use restrictions

No commercial-use ban applies to a municipal list. M.G.L. c.51 s.55 furnishes the voting list free of charge, on request, to all duly organized political committees and to all political candidates for public office in the district, and for a reasonable fee to any person - it attaches no use restriction and names no permitted purpose. M.G.L. c.51 s.6 furnishes the annual street list free to political committees and candidates and requires registrars to make it available to business organizations and other nonpolitical organizations for a fee, the only condition being that the recipient sign a log kept by the city or town clerk - which forecloses reading Massachusetts as banning commercial acquisition. The restriction usually quoted is c.51 s.47C, and it is an ACCESS restriction on the STATEWIDE central registry (state party committees, statewide candidate committees, state ballot question committees and a few named officials), not a use restriction on the municipal lists these pages are about. Practical limit, not a legal one: format is inconsistent across 60 municipalities.
