Amendment 3, in brief
On the Nov. 3, 2026 ballot as “Increased Homestead Exemption; Lower Cap on Increases in Non-Homestead Property Assessments.” It would raise the homestead exemption for non-school property taxes to $150,000 in 2027 and $250,000 in 2028, and lower the annual cap on assessment increases for non-homestead property from 10% to 5%. Constitutional amendments need 60% of the vote to pass. Full text from the Florida Division of Elections.
Motion51 takes no position on Amendment 3. These numbers show where homestead voters live. They don't predict how anyone will vote.

Homestead rate = voters in a homesteaded home ÷ voters matched to a property. * Fewer than 75% of the district's voters matched a property (mostly condo towers and rural addresses), so treat its rate with care. Frequent voters and Under 35 are homestead rates for those groups. Census owners is the Census Bureau's owner-occupied share of households (ACS 2020–24). It isn't available yet for the congressional map Florida adopted in May 2026. Party shares are of active voters.

How the numbers were made
Sources
Florida Division of Elections statewide voter file dated Sept. 15, 2026. Active voters only: 13,582,929, within 3,000 of the state's own Aug. 31 total.
Florida Department of Revenue 2026 property tax roll (NAL files), county by county. This is the preliminary roll, except Citrus County, where the state has already published the final roll.
Used as cross-checks: the Division of Elections' July 20, 2026 book-closing report by district, and Census Bureau ACS 2020–24 homeownership (table B25003).
Matching
Each voter's residence address, including apartment number, was matched to the tax-roll parcel at that address. The rules run from strict to loose. A looser rule can answer only when every parcel it could point to agrees.
A voter counts as homesteaded when the matched parcel claims Florida's homestead exemption, meaning the owner lives there as a permanent residence. 85.8% of voters matched a parcel. The other 14.2% are reported as unmatched, not as renters.
Definitions
Homesteaded describes the home, not the person. Spouses, adult children and other relatives living in a homesteaded home all count.
Frequent voters cast a ballot in six or more elections in the state's vote-history file, which runs through June 2026.
Under 35 is age on Election Day, Nov. 3, 2026.
Limits
About 82,548 voters whose addresses are confidential under state law have no district in the public file. That's why district totals run slightly below the state's own count. It also makes very close party splits too close to call.
The tax roll reflects ownership as of Jan. 1, 2026, and voters who have moved since carry their old answer. Unmatched addresses lean toward apartments, so the homestead rate among matched voters runs high. The statewide range shown above reflects that.
Checks
Party counts were recounted directly from the raw state file. Congressional district totals match the state's July 20 count within 0.6%.
House and Senate homestead rates track Census homeownership (correlation 0.73), and the lowest district is the same in both. A hand check of random addresses on the Pinellas County Property Appraiser's website confirmed every homestead match. It also found two gaps, both fixed before publication: homesteads hidden behind larger exemptions, and apartment numbers stored in a second address field.
What this doesn't show
How anyone will vote. A homestead rate describes where voters live, not their views on Amendment 3 or anything else. The data counts registered voters, not likely voters, and it contains no individual voter's information.
