- Submit completed 'Affidavit on Application for Voter Registration Data' + check + (optional) prepaid mailer to Elections Division. Application reviewed only after payment received.

- Use restrictions
- Election or government purposes only under HAR 3-177-160(a), and subsection (e) puts supporting or opposing a candidate first on the list of permitted purposes. A voter's full name, district and precinct designation and voter status are public for any purpose under subsection (b). Everything else may not be used for a commercial purpose, but subsection (f) provides that 'service bureaus may charge a fee for their services involving the use or disclosure of voter registration information that is not public under subsection (b) so long as the underlying election or government purpose is verified', and subsection (g)(4) repeats that proviso inside the sworn certification. Telephone number, email address and date of birth are excluded under subsection (c); residence address and mailing address are provided at a minimum. The application is a self-subscribing oath, and HRS 19-3.5 makes a knowingly false statement under a Title 17 oath a class C felony, which is a penalty for lying on the application, not for using the data.

Honolulu had an estimated 998,747 residents in July 2024, the most populous of Hawaii's 5 counties, down 1.7% since the 2020 census. Of those, 796,909 are 18 or older, the voting-age population, and 20.5% are 65 or older. It covers 601 square miles of land (1,662 people per square mile), and 65.5% of residents live outside any incorporated city or town.
Its one incorporated place is Urban Honolulu CDP (344,967 residents). The American Community Survey (2020-2024) puts it at a median age of 39.8, a median household income of $106,195, 38.5% of adults 25 and older holding a bachelor's degree or higher and 59.8% of occupied homes owned by the people living in them. In 2024, 340,921 votes were cast for president, about 42.8% of the voting-age population; the Democratic ticket took 59.9% and the Republican ticket 38.3%.
The two-party margin moved from D+41.1 in 2008 to D+21.6 in 2024.
