- Election or government purposes only under HAR 3-177-160(a), and subsection (e) puts supporting or opposing a candidate first on the list of permitted purposes. A voter's full name, district and precinct designation and voter status are public for any purpose under subsection (b). Everything else may not be used for a commercial purpose, but subsection (f) provides that 'service bureaus may charge a fee for their services involving the use or disclosure of voter registration information that is not public under subsection (b) so long as the underlying election or government purpose is verified', and subsection (g)(4) repeats that proviso inside the sworn certification. Telephone number, email address and date of birth are excluded under subsection (c); residence address and mailing address are provided at a minimum. The application is a self-subscribing oath, and HRS 19-3.5 makes a knowingly false statement under a Title 17 oath a class C felony, which is a penalty for lying on the application, not for using the data.

The American Community Survey (2020-2024) puts it at a median age of 43.1, a median household income of $97,668, 30.1% of adults 25 and older holding a bachelor's degree or higher and 68.6% of occupied homes owned by the people living in them. In 2024, 30,064 votes were cast for president, about 51.4% of the voting-age population; the Democratic ticket took 58.8% and the Republican ticket 39.3%. The two-party margin moved from D+52.1 in 2008 to D+19.5 in 2024.
