The Virginia voter registration file is a public record you request from the state elections office. You pay a fee, sign a use affidavit, and get the list of registered voters for your district — names, addresses, and registration details. Then you hand it to Motion51 and we load it, geocode it, and cut your turf.
Virginia cut its statewide voter-list price from $6,000 to $600 in July 2025. The list goes only to candidates, parties, PACs, and incumbents -- and you sign a statement promising not to post it online.

Statewide Registered Voter List (RVL): $600 as of July 1, 2025 (previously $6,000). Vote History List (VHL), Newly Registered Voters (NRV), and Monthly Update Subscription (MUS) priced separately. Sub-statewide pulls (by congressional district, state senate, house of delegates, locality, precinct) scale down by record count.
How to request it, step by step.
- Download the Voter List Request Form from ELECT's Client Services page.
- Email the completed form to info@elections.virginia.gov.
- ELECT verifies you're an eligible requester under Va. Code 24.2-405 and sends an itemized invoice.
- Sign the use-restriction statement and pay the invoice.
- The file is delivered electronically, usually within 10 business days.

Sec. 24.2-405/406: list may be furnished ONLY to (a) candidates for election or party nomination for use in their own districts, (b) political party committees or officials thereof for political purposes only, (c) PACs with a current statement of organization filed with ELECT or FEC, and (d) incumbent office-holders, the General Assembly's legislative reapportionment work, and certain government users. List is property of the State Board of Elections. Requester must sign statement restricting use to authorized purposes and prohibiting onward copying. No posting on the internet as a list/database/searchable format. Class 1 misdemeanor for misuse.
